The 2020-2021 Texas budget is balanced, and it funds state agencies and programs in a fiscally responsible manner. It includes $5 Billion for property tax relief, $4.5 Billion in transformational education reforms, $800 million to supplement federal border security operations, over $2 billion for flood relief, $56.6 million to eliminate the rape-kit testing backlog, over $200 million for school safety improvements, $210 million to reduce driver’s license wait times, $6.1 billion for non-toll highway projects, over $1 billion to stabilize the teacher retirement system and provide a “13th check” to retirees, and almost $80 million to fund alternatives to abortion programs.
